What can you tell me about this one ?

I've found several tokens that weren't listed in the Illinois book. It hasn't been updated since 1983. I haven't found anything on the Internet about it. I'm interested in what info comes up.
 
those books Dave, I haven't turned anything up on a search either, but the half cent part seems to date it fairly early.
