I'm going to guess it's an old cap gun hammer mechanism
with the hole part for a spring to hook into...

Can you post a picture of the back? It looks like it was made to hold something with the tabs on top and bottom. But it also looks like there might of been a hole through it. My first look I was thinking pendant. But that loop looks thick for jewelry. At a second look I was wondering about a piece of a pulley?
