Could be an eel yes. not made out of lead though . Could be real old this one.
I agree. It looks like a spoon type lure. The hole near the tail end is where the treble hook attaches to.

It does resemble a fishing spoon. The thickness looks to be too much, not what I would expect from fishing spoons.It also resembles the butt plate on a shotgun or rifle. Possibly hand made replacement or very old forged piece. Guessing
