    That was my thought as well, but with help on another forum I have a positive ID: antique Japanese water dropper used in calligraphy called a suiteki. It's used to add very small drops of water to the ink when mixing.

    1723 Woods Hibernia, spectacle buckle

    As Targets said, British minted coin. It was originally intended for Ireland (thus the harp and Hibernia motif) but the Irish didn't like the coin so the Brits said what the heck let's send them over to the colonists. It's my second of these, and my first was in even better condition.
