I have a screwdriver in the shop that fits a screw very close to that….. not a torx or square and no idea why they designed it like that. Almost an hourglass like design. But to answer your inquiry, no idea.

I have found old bus tokens and such with hole punched in center like that .
 
Colorado had tax tokens which were aluminum with a cross stamped in the middle. Oklahoma had similar ones. They are more nickel size though. I don't know about other states. This was in the 30's to 50's I think.

Curtain weights are heavy enough to hold heavy curtains down. Dime size aluminum isn't.
