12/44 pennies

I am confused why some of the modern pennies read and sound at 12/38 while many have all appearances of a clad dime 12/44. Can someone help me understand these clues a little better?

Pennies prior to 1983 were minted with more copper than the latter zincolns. The new pennies have a zinc core with a copper plate. The problem with the 12-38 numbers is that indians fall in that area. TMAN...
