Out of interest, Dave, a similar 1917-1919 Victory medal made by the same company, Bastian Bros., Rochester and presented by the people of Muncy, Pennsylvania.
From the deterioration of the one you found, these appear to be cast in a plated zinc alloy, which makes sense for the production of limited edition orders for each of the various cities to present to their returning solders. Too bad about the condition, an interesting find none the less!

Site originally had an 1850's log home but it caught fire in 1930's and was partially salvaged, partially rebuilt.
Found a handful of burned up metal objects.
