A ring with anchor and seagull

I found this ring at the beach, in a cut. Does the anchor and seagull represent anything? or a symbol for something?

I haven't a clue about the anchor and the seagull other than a anchor with a double stock would seem to be unusual. http://en.wikipedia.org/wiki/History_of_the_anchor

Beyond that but I believe the top of the pictured ring represents two waves that are cresting.
