A stop in an Ohio ballfield!

On the way home from work, was in Ohio today and pass this ball field every day! Had about an hour and a half to play and ended up finding 6 wheat cents(1914, 1917-D, 1937(2), 194?, and another in the 50's). I also dug 11 memorial cents, a nickel, dime and two quarters. I did dig a Merc too(1942) about four inches deep. The dog tag is 1926, and the most interesting find is the tag?? It states :Made and Sealed Ohio" and on the back it fives the #21 and the County!!

Ok..hey I wasn't being a jerk, I was just trying to figure out what it was...Made the picture biger and read the tested..hmmmmmmm No idea !!
 
That ballfield must have some history! Nice finds especially on the dog tag (that's an oldie) and the medallion - the medallion looks like it was attched to a piece of equipment with two screws. Have you tried Googling the text on it? Looks like it's pretty old by the typeface they used esp. to spell OHIO. Could it be from an old scale? Please post any addl' info on it if you find any.
