That is an military electrician / linemans knife. They came in military toolbox's. Had them that style in late 60's. Not sure when they started issue,
The TL-29 is a popular pocket knife pattern that is usually associated with WWII. They are plentiful and fun to collect in that several different manufacturers made them (Ulster, Camillus, Schrade, etc.) and a great amount of variations exist (handle materials, shields, stamps, etc.). The TL-29 knife has its origins in World War One (WWI), originally called the Signal Corp knife. These were a bit smaller than the ones that were produced during WWII and beyond and were often made by Empire Knife Co and Schrade Cut Co. The TL-29 features two blades, most commonly a spear point blade with a nail nick pull and another blade with a wire scraper and screw driver tip. The screw driver blade commonly has a liner lock for additional sturdiness.
