There might be verbage about export laws, looting historic sites, shipwreck salvor type stuff, federal land, etc... (no different than laws here like ARPA, Mel Fisher hassles, etc...) Some bureaucrat-lawyer types (if you asked) might morph those country's things to tell you "no metal detecting". Such has been the case in Mexico, for instance, where people have mistakingly read into such verbage, that detecting isn't allowed. Yet there are dealers there, and detectors are a common site on all the tourist beaches of all Mexican and south American countries.
