This thingy is some kind of decorative item, 3" wide and 41/2" high made from a thin stamped material. Two things on it that look English are a 5 petal rose at top and a pair of thistles at the bottom indictaing some affinity to Scotland. There is no writing on the back nor any sign of attachment, hook, loop or reenforcement. The back is just a negative of the front. Nothing remains of any paint or plating. The redish brown color looks like some copper alloy. The bottom looks torn off, the thistle end.
Any idea as to what it is or how it was used?
