Bullet Casing ID

Hi,

I live on a small farm in a historical area of Central VA. I found this bullet casing and was just curious about what the numbers and letters on the end mean. It looks like 1938 for sure and then 2 sets of letters. I and M or could be W and I and then an R and a weird tripod looking symbol and an L. Any ideas?
