Can anyone help me I.D. this please?

I have been told its the great seal..it measures approximately 1.5"x1"
 
I found a similar version earlier this year. I believe it is a military hat or lapel pin. Not sure which branch of the service. Some one on her is sure to get you a specific answer better than me.

I don't believe they were specific to any branch of the military.
