Can anyone tell me what this is?

Hi. I found this on a South Australian beach and would like to know if it is a ring and if so why does it have the maker's name on the outside as well as on the inside? On the inside is engraved a small c inside a circle (circa) and then the date 1997 followed by Tiffany & Co 925. On the outside it has 925 T & Co 1837. Any help would be much appreciated. I apologise for the poor image.

Nice sterling ring. The markings on both the inside and outside is the way this ring was designed by Tiffany. This style ring is selling for 50 to 70 US dollars on ebay. HH Daryl

When your'e Tiffany you advertise it . . .nice find. BTW the c in the circle is a copyright mark.
 
My daughter works the Silver Floor of Tiffany's in NYC.

These were sold to visitors who wanted a souvenir of their visit that wasn't about to cost them their mortgage. They never sold one to Gingrich as he went for the high end stuff.
