Found this on our old Town prop along the tree line thought it was a beer 🍺 Can anyone tell me how old it is? No marks on back

Slow and some numbers I'm assuming it's to adjust it but not sure also penny for scale

Without a serial number and maker, you’d need an expert in pocket watches to get a date. Looks old and very basic.
