That is part of an old Cyclebar mower for cutting hay fields. There is a long bar, usually about 8 feet (2.5 metres), with those piecies centered about 4 inches apart and they are mounted stationary on a long cutter bar. One side is polished flat so that a second piece with the actual cutting knife can slide back and forth cutting the grass.
Or at least thats what it looks like from the picture.:shrug:
