I have been wanting to hunt the local schools and fairgrounds, I want to know if it is legal for me to do so......nobody will tell me yes or no ? I want to know for sure in case they try to kick me off ! ?

As for school grounds I would just go for it. Much of the time you need permission to hunt fairgrounds. If yours is not gated and no one there to ask for permission I would go ahead and hunt. I would start with the parking area if it is grass and if no one hassled me there I would hunt the entire grounds.

as long as they are public and do not have a sign that says no detecting you are ok. Don't go there when school is in session, or if the fairgrounds has an event. Dig cleanly, remove trash, and don't take any diggers that look like knives to the schools.
