Found this yesterday, I thought at first a money clip but it has holes on it like a chain or something attached to it. The words on the back say silver plate
 
I think I found something just like it a couple of months ago. It is called a Hickcock BeltOgram. It was a watchfob that attached to your belt. If you look on ebay there are a few to be found.
Nice find and in a lot better shape then mine was.
