CW Navy buckle???

Found this in Delaware today ( half buckle). Conplete was found online. No CW action in De but looks CW. Any comments welcome..
 
any one that lived in your area during that time frame that was in the navy could have lost it.

I found a bunch of unfired 58 caliber Union bullets where there wasn't any action, but I believe the soldier that lived there after the war had them and lost them. All of them were within a 100 feet of where his house was.
