I was driving past an old park yesterday and saw a guy detecting with a coil that appeared to by ~4" thick. Maybe 8-10" round, white, and appeared to be on a newer White's style unit.

What the heck was it, a thick coil or a poorly designed (thick) coil cover?
 
He may have been tracing an electrical, pipe, PCV, fiber optic line, etc. The big foot metal detecting coil is rectangle shaped and about 20
 
that description reminds me of the jimmy sierra eliminator coil made for some whites detectors.Not cheaply made at all. it had to be thick to do what it was designed for.

What was the 'claim to fame' for this fat design?
 
The eliminator coil won't detect anything above the coil-- thus one can detect under a fence, metal play equipment, monkeybars,metal benches, and other places no one else can. It is also very resistant to emi interference.
