Dix, Flag of our Union Token

Got this token today at an 1860s estate, up north here in NY state. It is quite forward, "If anybody attempts to tear it down, shoot him on the spot". Im confused as to it being northern or southern? The ones on line say southern, and the ones on line are dated 1863, this one has no date. There are 13 stars outside and circling the flag which i think has 25 stars.. I was finding no old coins there as I think it was already detected but was happy to find this. Posted it elsewhere also. Any input? Thanks, CO
