does anyone know the program IRFANVIEW

i have a program called IRFANVIEW for resizing and re-sampling pics... i have figured out how to re size and re sample but the only problem is............ how do i resize it to bring the disk space size of the image down.... this site says it has to be under 425 MB and right now it is 469 MB...... does anyone know this program?????????

http://photobucket.com/ It is an image hosting service, just download your photos into Photobucket, they will automatically resize them for you and then follow the instructions to copy and paste the photos wherever you want them. Very easy to use.
