22's? Nail holes? Nice plate!
 
It was where the strap bar on the back must have been drilled out or corroded thru. On the back side there are small mounds in the lead where each hole is.
 
Looks like square nail holes ?
 
It was dug. As I looked at the holes assuming they were drilled I noticed the holes are smaller thru the lead than thru the brass. On the back side the lead is mounded up where the holes are, as if there was metal running thru there that has rusted completely away. ?
