Eagle Hat Badge, Buckle or What?

Found this at an old home site this week. It's stamped so I would suspect that it is 21st century but no clue what it is or any approximate age.
Description: On each side of the Eagle are the letters U and S. There is a cross in the middle of the eagle's chest and what appears to be 2 pine trees at the bottom. The worn area below the cross's center beam shows MER on the 1st line and MA on the 2nd line, the rest of the letters are worn off. One the back it is clearly stamped and on the top folded tabs it reads "HICKOK MADE IN USA" and on the bottom tab it reads "HICKOK PLATE".

Merchant Marine badge. Probably a WW2 Civilian Workers Award- A "Merchant Marine Ship Production Award...Not sure what date yours is.

Boomer - You da man. Thanks for finding this so quickly. Hopefully someone else can give me some more history, but my 1st guess was going to be Merchant Marine when I saw the MER and MA on the 1st and 2nd lines.

I believe the 2 pine trees are feather covered legs. :) Nice find!
 
I found the same thin different design. The back is exactly like yours and reads Hickok Plate.

The item posted by WestTn is indeed a belt buckle.
The item posted by Booner1 is a hat pin and I have attached my grandfathers picture so that you can see.
According to him (still living) the picture I've attached is 1946.
