That is the mounting half of a fuse link that is used by the power company on hook stick disconnects. That is out side on the pole to your house, where the transformer is, and other places.

Happy HuntingI thought they had a GE on the end. I even looked at a 30 amp screw in fuse to see if the inside part was like that.
