I was at the beach today in about 1 foot of water. Set the threshold and began swinging. swung coil into a little deeper water and the threshold changed by one or two bars. Is this normal? What could be causing the threshold to change in deeper water? Any ideas would be greatly appreciated.

Could be colder in even slightly deeper water, affecting the coil.
 
The deeper one goes in the salt water the more the salt has a affect on the operation of the detector.
You have a compound problem because you have a manual tuned detector. In that I mean it requires constant re-tuning of the threshold to maintain a steady signal level.
