My guess would be the 1940s.
Your were correct, they quit making these in sterling after ww2.

Correct but if it is just the cross, its a marksman, cross with bullseye, a sharpshooter, add the wreath and that is an expert marksman. As far as sterling, mine are from the early 70s and they are sterling.

Very cool find.I found one last year but it was just the cross, no bullseye or wreath. I know they were still sterling in the 70s when I was in.
Yes sir ,, mine from the early 80s wasn't sterling,, just some other type of metal,,
