Found something weird in the sand on the beach any idea?

Could this be a surveyor marker and mounted in cement? That was the first thing that come to me as I found one on land in a golf course I was detecting. The one I seen had geographical survey marker on it and do not remove and I believe it said something to do with one of the military service. It been a few years (1976), so not sure what it all said, but do remember it. This was not a golf course, but a big field that was used for different activity's years ago plus the army used it for some maneuvers back in the early 1900s on one end as there were lot of shell casings at one end. Lot of nice coins found too, I know I got 2 silver dollars and I know 12 barber halfs plus other coins.

Like I say it sure looks like it and when I seen it and wonder if this is what it is.
