Not sure what its from/for. It reads "PEDLAR 2 1/2 LES (LBS?)CANADA." Its about 1 1/2 inches high. My only guess is that it is from someone selling ice.
 
I think this is the type of Tag that a man selling from a cart or wagon would need to conduct busness.
