and I would bet the reason is that there was some first run's not wired properly ....I.E. the the ground wire was not attached to the plug's inside the housing and inside the cable coil plug...

I am not saying that's what it is but they are not taking the coils apart...they are reusing them ..

Ungrounded coils will behave like this....
