ground balance numbers??

Depends on if you're talking about an X-terra 705, or the other models. For a 705 or 70 that would be slightly hot ground and would benefit from a DD coil. For one of the other models it would probably be mild ground.

This is correct. Since you have a 705, you're just within the lower third of the ground phase compensation range, so your ground is warm enough that you might well benefit some from a DD coil to better deal with mineralization.

25-30 is definitely starting to read mineralized soil.

When I first got my 705 (and two DD coils), I assumed the ground balace scale was the same as Sensivity and Volume scales: 0 to 30. After re-reading the manual, I found I was wrong; the GB scale on the 705 is 0 to 90 and everywhere near me is simply quite mineralized. GB never gets above ~25 and is often in the 10-15 range, if not lower. Having said that, I've found loads of coins in areas I had previously "hunted out" with an older VLF/Concentric setup. Even in places like public parks, which I know have been extensively hunted by other detectorists, I've found a ton of coins (over 250 clad/pennies in one 1/2 acre town park, for example!)

The DD design certainly helps in picking out targets between pieces of iron & trash, but I'm totally sold on its ability to help mitigate the effects of hotter soil.
 
do the GB numbers change with frequency or is it adjusted for consistancy like target ID. Seems like I get higher numbers for higher frequency. Which is consistent with other detectors I've used.

That is a complicated question.
GB numbers will change with frequency IF the specific minerals being compensated for respond differently to the transmitted frequency. For instance, if there is a prevalence of iron (in otherwise normal conditions) which is not as responsive to say 3kHz as it is to a higher frequency, then the ground phase angle shift required would be different.
