GTI coil change and why must Garrett tune it to the machine?

I own a GTI 1500 and learned that the old white coils have a tendency to crack and then moisture gets inside and ruins it. Want to buy a used black epoxy coil and thought I could swamp them out but Garrett says no. They have to tune the coil to the machine at a cost of $40. Seems like you could swap them and why not???
