I could be some kind equipment pull pin, used to maybe hook up a plow attachment. I wouldn't think it would be for any kind of tractor or mower, more in line with horse drawn so I would say it is pretty old. That round knob head is more in line with grabbing hold and pulling it out by hand.
Just some ideas that may help you look it up.

Possibly an Awl for punching holes in leather??

A stump anvil, you drive it into a stump and the top portion become an anvil.
