Head phone volume

Can someone tell me how to lower headphone volume. I have target volume at 48 which is as low as it will go, and it's still to loud.

Ok I got it. Turn target volume up with headphones off, then turn headphones on and lower target volume
 
Here's another question... is there a way to reduce the volume of the turn on and turn off tones of the headphones? When I turn them on that "BOOO DEEE!!!" is way too loud (same when turning off the detector I get the BEEE DOOO!!!) This is in comparison to the normal target volume which seems fine when I'm using it.
