Help ID Maritime Pin

Found this pin last weekened at the local beach.

It is some kind of maritime pin but I can't make out the writing.
Does anyone know what this is or where it's from?
 
That the text appears to by Cyrillic. I've ran a couple searches for Russian pins, but haven't seen yours yet.
