Help identifying old button

Found this button by an old calvary fort and cannot find any information about it. Any help ( YR, type, Etc..) would be appreciated
 
It is unique, in that it has a left facing eagle and a shield. The only two references that I could find are a different construction (GW Inagural & 1820's Militia Officer's). Some old Navy buttons had the left facing eagle, but they allhad anchors. Also, some Confederate CW Officer's buttons had left facing eagles, but no shield, and they were oval.
I know little about buttons, so with luck some button specialist will help with an ID.
