The threads are too fine for a fuse. They had threads just like a light bulb.

There is no writing on it at all. Aaron

I think it is part of a spray nozzle for a pump up garden sprayer. The winged part was on the outside acting as handles so you could screw it in. Kind of like a wing nut.
Ahead of it would be a flat washer with one or two slits that were punched in sideways to make it act like a hole that would deflect the liquid causing it to spin.
The spinning liquid would come out as a spray from the nozzel.
I used to play with one as a kid. If you took out the spin washer the nozzel would squirt out a steady stream. Made the best high capacity squirt guy I ever had. If you pumped it up real hard it could squirt 40 - 50 feet. <img src="/metal/html/biggrin.gif" border=0 width=15 height=15 alt="
