Just a hunch hut I would guess 1930-40s circus souvenir...
Finally found some info about this ring.
I dont own the comic book.
Year:1949
The Billy West ring shows rider on horseback The West ring has six-gun designs on each side.
This was issued for the title Billy West published by Standard Comics in the late 1940s.
Text on their No. 1 front cover urged readers to join a club to receive this ring, a secret code, a membership card and a full color photo.
