I doubt it but did you hear of anyone crazy enough.......

All in the National Park areas. Great fishing area even though you can't detect there.
If memory serves me correctly.. the national seashore begins around MP17-18-19 somewhere in that area... Anyplace to the north of there is fair game ! I usually stay in the duck area, but have hunted and ventured down as far as MP14-15. Its been a minute since I've seenany gold in the scoop tho.

I found a map with mile posts down to 12 and it looks like you might be right. I did not capture the mile posts my memory. Last couple of trips we made to the outer banks, I came back with some junk jewelry and wife found sea glass and tumbled bits of shells for use in craft projects.
