I would feel like a tool digging in someones front lawn without asking. I am a digger myself but would be screaming at the first guy I saw digging up my turf that didnt ask permission. City owned or not...

I'm with you. I wouldn't dig in someones lawn without asking. I would dig in the city owned strip between the sidewalk and the road anytime.
