Hey there! That clothers hanger is actually a belt ramp from a WWI era uniform. A wool tunic would have two of them sewn in at the back, waist high, to keep the belt straight, and keep it from saging with the weight of a canteen and bayonet. Leather belts will slide quite nicely across wool service tunic without one of these. You are right about the province of origin, es ist von Bayern. A neat relic though, and a cool find!
