I need help stabilizing powdery oxidation on CW bullets

Help please,

I have about 2 dozen bullets I dug from one site. I rinsed and lightly brushed them with a soft toothbrush under tap water just as I've done with all my other bullets. However, instead of a hard exterior oxidized patina like my other bullets, the oxidation on these is VERY powdery, coming off on fingers or anything they touch. Does anyone know how I can safely seal these or stabilize this oxidation so it doesn't come off?
