ID Help- 1828? & some finds this afternoon

Had great weather on this afternoons 4 hour hunt. The ground is like digging in butter with the recent rains. Can't ask for any better. The finds include twenty wheats from the '20s to the '50s. I started getting a little disappointed digging so many wheats without a silver. Then I found the 1893 IH cent. About a foot from it I found the whatsit. I need someones help ID'ing this one.
- A date of 18 28 and the large VV or W in the center.
- The back is pretty smooth except for a letter C that I can make out.
- I would assume that it is copper by the look of the metal.
- The size is between a quarter and a nickel.
- Thickness in about the same as a penny.
I'll thanks you in advance for the ID help because I know we have some sharp people on this site.

The 1914 Barber quarter was an added surprise. I knew I had something good after I pulled the plug out and stuck the probe in the hole. It was a measured 10" deep.
 
Dirtflipper could be correct. The W could be for William I who merged Holland and Belgum into the United Netherlands in 1814 after expelling Nepoleons brother Louis in 1813. My world coin book doesnt go back that far.
