Here's one that's been gnawing at me for some time because one should be able to figure it out by its construction.
It's threaded slightly on one end.The other end is simply open (not cut).Its got a hinged mechanism with two paddles (it had three at one time.The paddles fall in loose slots and there is always one slot partialy obstructed.The finger mechanism reminds me of a musical intrument.
It cannot be a control valve for liquids because it is not tight yet it surely has some kind of flow control connection.The only possibility that I cannot dismiss is that it might be a steam whistle but I simply don't know.It's heavy brass.

Hey CS, how about some more details on that excellent find! Any marks that would help date it? What other goodies did you find at the site where it was dug.
