Iron Eye

This iron Eye is 9 inches long and 4 inches wide at the eye. It was taken from an area that did ice cutting years ago, but I have no idea if that trade relates to this item. It is also quite heavy. I'm sure the 4 holes in the shaft were for attaching screws to hold it. Gate latch???

Any help would be appreciated.
 
Perhaps a depth seter for the ice cutter... run it progressively deeper till ice blck is broken free to float..
