The raised part is still a mystery. Racking my feeble brain, and I can't imagine what it was for.

That has me baffled too!!!

I think we are off as far as this being a buckle of some sort.
However I have no idea what it could be or part of.

I does look similar, but what I have is very small.

I'm certain that there are places on that motorcycle luggage rack to bolt/pin it on.
