Navy Anchor brass thingy ?

Went back to the sawmill site where I got the 1796 Liberty Cap on Monday, no old coins this time, instead some buttons, a rossette, harmonica pieces and then a nice two and half inch long Navy Anchor brass plate of some type.

Anybody have any ideas the age of this piece, looks like the original purpose and what it was used for might have been two different things. Has two Pins that are original and they do protrude on the back side, the 4 holes look like they were added later to nail the relic to something............

I just spent an hour lurking the forums and that anchor is the best artifact I've seen tonight! WT @##!!%& G.
 
might be a shoe buckle, and the leather strings would come out the four holes. However the two rivets on the right side almost make it look like a decorative door plate but there's no key hole, what's the back look like?
