Need help deciphering symbol

Found this yesterday along with a couple of older wheats at a 100+ year old park around Birmingham, Al. I tried Googling CCI but nothing so far. I'm not sure what it is or was used for. Maybe some type of mini-marker but why the wavy shaft? The back has the same symbol. Probably made of lead compound. Weighs 3.9 grams. Any ideas?
