That is a togh one! Can you make out the symbols for me?

from what i can make out there is a VE on one side. oppisite that is the letter R up top there is the number 4 and oppisite that is 46

which would fit into the era of what i have found so far. including a weatie from 40 something. a thimble from 20 the pin in my avatar from 30. it was laying right on top of an empty lot.
